On the tax addon for the states I cannot get it to install/upload, I keep getting various errors

OK so I also need to buy and install the paid "states" addon?? Looks like there are two files to download, one is free, one is paid. I already downloaded the free one so I guess I also need to download the paid one??

I purchased the addon for states. The "taxes" on the option menu appears to be a global tax setting for country. How do I set this up to ONLY charge the tax for a particular state and no others?

OK so when I downloaded/uploaded the first file for the global tax an extended rule for country was created and I now have created an extended tax rule for the state in question and set the correct rate. I also set the original extended "normal" that was initially created to zero (or should I delete that?
How will the shop know to only charge the sales tax if the purchaser is in that state and not charge that tax on a purchase from another state?

Virginia deleted so now only "normal" is left. Now where do I go to create Virginia? I do have Virginia published in the state/province/region section.
