I've installed this add-on via JoomShopping installator:

I see this add-on in the list of add-ons here: Options > Add-ons
According to your screenshot, a new menu item/icon should appear.
However, I do not have this one.

How to enable that add-on?

Joomshopping Lang editor 1.0.4 installed.
I did not install Joomshopping Fulltext Lang editor 1.0.4

I cleared the browser cache and it did not help.
Later the button/URL appeared in the dashboard after executing by direct link in the administrator panel:
