Romanian payment system implementation

Hi!!! I'm using joomla 3.2.2 and joomshopping 4.10.3. I need to make a new payment type for my shop, but i'm not so good in this, can u make an comercial extention with this system? In atach i have the documentation from this payment company.

P.S.: Guys from this payment company have an old module for virtue mart only, and don't even know about joomshopping.
