Hide shipping address for digital products

Hi,

is there a way to hide the shipping address option when ordering virtual products?

Problem is, that customers with a foreign address should not be able to order virtual products (due to tax reasons).
Works fine with using product exclude add-on. However, if the customer is clever and uses a different domestic shipping address, shipping adress overrules foreign billing address and the product exclude can be avoided.

A shipping address for virtual products is not needed anyway.
