PayPal payment method not appearing in frontend

I set the payment state to public, configured it like mention in many threads in this forum already, but it simple doesn't appear in the payment checkout phase in the frontend. (Other payment methods work as intended.) I've tried it on 2 different installations, with and without test mode. What am I missing? Joomla and Joomshopping are up to date. Joomla: 3.8.3 JoomShopping: 4.16.3
