backend generated orders don't follow the extended tax rules?

Hey
I have the following tax rules:


When people from Niederlande (Netherlands) order through the front, no problem, 21% VAT is added.
Now I had to change one order in the backend manually, and the added product only get's 19% VAT:


But the customer has Niederlande in his delivery address?
Why are there not 21% added?
