Why not 404 when menu not publish?

There was an old menu item, category /catalog/page1. I'm creating a new one, the same category /catalog/category1/page1. It's the same category, but with different URLs. I'm disabling the menu item /catalog/page1 from publishing. Ideally, this URL should 404, but it remains, and the page opens at this URL even if the menu item isn't published.

https://aspectweld.ru/katalog/svarochnye-materialy/svarochnaya-provoloka is the correct URL
https://aspectweld.ru/katalog/svarochnaya-provoloka is the incorrect URL, the menu has been completely removed
The category is the same, so logically this URL https://aspectweld.ru/katalog/svarochnye-materialy/svarochnaya-provoloka should be a 404.
Both URLs work for the same category.
I also found another pattern. When the category alias matches the menu item alias, both URLs work. If the category URL doesn't match, the URL generated outside the menu will get a 404 error. How can I fix this? I have about 200 categories. Do I need to go into each one and edit the URL?
