TAX is not charged when ordering. (Customer outside the EU - address within the EU)

Hello!
I have the following TAX problem and don't know if it's a mistake or a wrong configuration.
If a customer orders from outside the EU - but specifies a delivery address in the EU (because he wants to go on holiday, for example) then the shop does NOT charge sales tax.
How can this be fixed?

I have 3 Positions:
1 Normal (19.00 %) for Germany 19% / EU 19% / EU with TAX-ID 0%
2 Normal (19%) (19.00 %) (no Ext Rules) / Not in use and cannot delete
3 Steuerfrei (0.00 %) Outside the EU / Ext Rules for USA, Australia etc.

Hm, Ext. Rules for #3 Steuerfrei was pointed to 1 Normal which is probably false. I just changed it to 3 Steuerfrei
Also I added Ext Rules EU states to 19% / TAX-ID 0%

So maybe this was the problem??
I will see!
Update: Checked - but doesnt work! :-(

Yes - I reduced to one TAX "Normal" (19%) and 3 Ext Rules as you showed me.
See picture!
Also rechecked the TAX settings on my products

When I am testing: Order from eg. Canada (0% Tax) but will send to Belgium (19%) instead the 19% Tax is missing.

I assume the Tax is selected from the Order-Address not from the Delivery-address?!?
